The Supplemental Nutrition Assistance Program (SNAP) faces some of the steepest verification cadence increases under Public Law 119-21 (P.L. 119-21) — originally introduced as H.R. 1, the Working Families Tax Cut Act. State SNAP agencies must now sustain higher-frequency eligibility checks, community-engagement work-requirement verification, document review, and audit-ready reporting at a volume that traditional in-house staffing cannot scale to.
Veridian Public supports state SNAP agencies, county human-services offices, and the system integrators who hold state contracts. We are not a replacement for state eligibility systems of record — we sit alongside them as a managed verification-operations layer.
What we handle for SNAP
- Lawful enrollment verification — identity and citizenship/immigration status review supporting state determinations.
- Community-engagement / work-requirement verification — collection and packaging of work, training, volunteer, and exemption documentation.
- NCOA crosswalk & reconciliation — National Change of Address matching against case files, with false-positive review.
- Death Master File (DMF) processing — recurring SSA DMF matches with documented review for every match.
- Multichannel beneficiary outreach — mail, SMS, voice, portal, and in-language outreach to collect missing information without case closure.
- Document collection & intake review — receipt, OCR, classification, and human-in-the-loop verification of submitted documents.
- Exception resolution — handling the cases that don't resolve automatically.
- Audit-ready reporting — every verification activity logged with timestamp, source, and decision rationale, ready for federal review.
How states typically engage
Three engagement models, depending on your contracting reality:
- Direct managed service. Veridian Public operates the verification workflow alongside your existing eligibility system. Compatible with most state IT contracting paths.
- Subcontract to a prime. If your state holds an active contract with a system integrator (Deloitte, Accenture, Maximus, Conduent, etc.), Veridian can subcontract for the verification-operations scope of work.
- Hybrid platform & ops. Pure-SaaS access for in-house teams who want the workflow software and audit trail but keep operations in-house.
Why this matters under P.L. 119-21
The federal verification floor under P.L. 119-21 increases the work volume by 5–10× depending on the program area. SNAP work-requirement verification, in particular, adds a documentation requirement that did not previously exist at this cadence. Without an operations layer, states face either non-compliance findings or staffing increases that the budget can't absorb. Veridian Public is the operations layer.
